Demand Responsive Bus Services - Guidance for Operators and Application form.

 

Introduction

This guide explains the rules on applying for a demand responsive bus service. This document should be read in conjunction with "A Guide to Licensing for Passenger Service Operators". New operators will need to apply for a Road Service Operator's Licence .

A demand responsive bus service unlike traditional bus services, which run at predefined times and to a predefined route as specified in a timetable, are wholly demand led. The traveller must pre-book the demand responsive bus service for the time and place they need, for example following a telephone call. The passengers will be charged an individual fare, and the route followed will be determined by the collective requirements of all those who have booked to use the service. The operator will specify a geographical area of demand responsive operation within which he will pick-up passengers and set them down. Each single passenger journey will not exceed 24.15kms (15 miles) (measured in a straight line) from the place at which a passenger is picked up (the Department may consider exceptions to this maximum distance to ensure no pockets of rural dwellers are excluded from the service, particularly around coastal or border areas). There are no restrictions on the number of operators that can apply for a service in a particular area. Operators must also keep records of each booking taken, and their on the road performance in providing the service.
