You are classed as 'The User' if you are:
(a) the owner of the vehicle
(b) buying it under Hire Purchase
If you employ someone to drive one of your vehicles you are still “the user” of the vehicle for operator and licensing purposes.
You need a Road Service Licence even if you use a vehicle for reward only for a short period, eg, a month or even just for one day.
