What Are The Requirements Before I Get A Road Service Licence?
To grant you either a National or an International Licence, the Department must be satisfied that:-
- you and all partners or directors are of good repute;
- you have sufficient financial resources to ensure the launching and proper administration of the undertaking;
- you or a partner in your business who is responsible for the transport operations are professionally competent, or you have in your employment a nominated Transport Manager who will have continuous and effective responsibility for managing the vehicle operations. This Transport Manager must be of good repute and professionally competent.
- You will also need to satisfy the Department of the following:
- that you are able to fulfil the PSV licence condition ie Section 13(e) of the PSV Regulations (SR 1985 No 123) that you are able to keep your vehicles, their accessories and equipment in good order and repair, and take all practical means to ensure that all parts of the mechanism, including the brakes, are free from defects and in efficient working order;
- that you have an operating centre suitable for your vehicles, bearing in mind such things as size, location and means of access and egress and that the vehicles can all be parked off the road when not in use; you may need to obtain planning approval and should check with your local planning office.
- that you have arrangements to ensure that the rules about drivers' hours are followed and that the requirements of the Construction and Use regulations are complied with.
- that your driver(s) hold a full category 'D1' driving licence (up to 16 seats - for hire and reward) or a full category 'D' driving licence (17 seats and over).
If you have already held a Road Service Licence or have been involved in a business licensed to carry passengers for reward, the Department will also check on your previous conduct (or that of the business) relating to the use of passenger vehicles. In particular, it will note any convictions for offences relating to :-
- passenger overloading
- roadworthiness of vehicles
- taxation or licensing of vehicles
- drivers' hours and tachographs
- driver licensing
