Can the Department refuse to grant a licence?
If you do not satisfy the requirements of good repute, financial standing or professional competence, the Department must refuse to grant you an Operator's Licence.
If the Department is not satisfied as to your previous conduct in the use of goods vehicles or, if you do not have a suitable operating centre, an Operator's or Vehicle Licence may also be refused.
Can an appeal be made against the Departments decision?
1. If you have been told that an Operator's Licence or a Vehicle Licence has been refused you can write to the Department within 14 days asking for your case to be reviewed. You will be asked to attend the hearing and can speak on your own behalf or, if you prefer, you can get someone else to represent you.
