How do I avail of the fixed penalty system in NI/GB

GB Licence holders can apply for a 2nd Counterpart to take advantage of a Fixed Penalty offer from the Fixed Penalty Office (FPO). Any endorsements given will be recorded on this 2nd Counterpart.

To apply for a 2nd Counterpart, complete application form D9(NI) obtainable by telephoning the Driver Licensing Enquiries on 0845 402 4000 and one will be posted to you. Please return your completed application to

along with your GB licence.

Your second counterpart will be returned to you along with your licence in approximately 7 working days.

Please note your Northern Ireland 2nd Counterpart is supplementary to your driving licence and does not replace any part of it. They should both be kept together in a safe place as you may be required to produce them to the police or courts.

N.B. – A NI licence holder may avail of the fixed penalty system in GB by obtaining a GB 2nd Counterpart from DVLA, Tel: 0300 790 6801 for further information.
