Driver Licensing Division offers limited Identity Checking Services at several Local Offices.

If you hold a UK or ROI passport you can have this identity checked and returned to you at the following Local Offices: Belfast, Ballymena, Coleraine, Downpatrick, Londonderry, Enniskillen or Armagh Local Office. The counter clerk will check your application form, provide a receipt for your payment (if required), check your UK or ROI passport and return it to you immediately and then send your application to DVA Driver Licensing Headquarters for processing.
If you hold a UK or ROI birth certificate (or marriage certificate if required) you can have these identity checked and returned to you at the following Local Offices: Ballymena, Coleraine, Downpatrick, Londonderry, Enniskillen and Armagh. The counter clerk will check your authenticated application form and photograph, provide a receipt for your payment (if required), check your UK or ROI birth certificate (and marriage certificate if required) and return it (them) to you immediately and send your application to DVA Driver Licensing Headquarters for processing.
Unfortunately Local Offices are unable to identity check any documents other than those issued by UK or ROI authorities. All other documents must be sent to Driver Licensing Headquarters where they will be dealt with by a specialist section. This process may mean that your application takes more than the usual 10 day turnaround time.
