If you have never held a driving licence before you will need to apply for a provisional licence. You must complete a driving licence application form DL1 (available from most post offices, local vehicle licensing offices or directly from DVLNI by calling 0845 402 4000 and send the appropriate fee. You must also enclose original documentation confirming your identity (acceptable identity documents) and a passport sized colour photograph taken against a plain light background (acceptable photograph criteria - digital photographs are not acceptable).
