High Risk Offenders

What is a High Risk Offender?

The High Risk Offender scheme is prescribed by Article 52 of the Motor Vehicles (Driving Licences) Regulations (Northern Ireland) 1996.

A driver who falls into any of the following categories when making an application for a driving licence after disqualification will be considered a High Risk Offender:-

  • Driving with an alcohol level more than 2.5 times the legal limit
  • Failure to provide a specimen
  • 2 specified alcohol-related offences within 10 years*

* If you are convicted of an alcohol related offence on or after 03/05/05 and you have had another specified alcohol related conviction within the previous 10 years, you will be classified a High Risk Offender.
