Renewing Your Tax - Vehicle In Your Name
If you receive a V11(NI) or V13(NI) (for heavy goods vehicles) form from DVLNI you may use this to license the vehicle, provided that all details are correct. The V11(NI) renewal form is sent to you about 15 days before your licence expires. You do not need to show your Registration Certificate V5C(NI) when re-licensing with a V11(NI) reminder form unless you have changed your name or address, then a V10(NI) form will be required.
If you are the registered keeper and cannot produce your V11(NI) reminder form or your Registration Certificate V5C(NI) you will still be able to tax your vehicle at your Local Vehicle Licensing Office using a V10(NI) application form, provided there have been no changes to your name or address or to your vehicle details. You will have to complete form V34(NI) Application for a Duplicate Vehicle Registration Certificate (£25 fee applicable) and form V10(NI) Vehicle Licence Application.
If you are the registered keeper and you cannot produce your V11(NI) reminder form or your Registration Certificate V5C(NI), and there are any changes to your name or address, you will have to complete form V34(NI) Application for a Duplicate Vehicle Registration Certificate (£25 fee applicable) and form V10(NI) and provide proof of the changes in order to be able to tax your vehicle. Acceptable documents for proving address changes are a current driving licence, original bank / building society statement, or a recent utility bill (eg. electricity bill). If your name has changed you must show proof of your name change, for example, a marriage certificate, decree nisi, decree absolute, or deed poll.
If you have disposed of your vehicle please complete Section B on the front of your V11(NI) or V13(NI) form and return it to DVLNI.
With the introduction of Continuous Registration (CR) and Statutory Off Road Notification (SORN), the law now states that vehicle owners can no longer ignore Licence Renewal Reminders. You must either re-licence your vehicle or notify DVLNI that you have disposed of the vehicle. If you are taking the vehicle off the road then you must declare SORN.
It is now possible to re-licence some vehicles by telephoning DVLNI directly, if you can say yes to the following:
- My vehicle does not need a Test Certificate
- My vehicle is currently insured
- I have a Debit card, for example Switch or Delta, (Not a credit card)
Please Note: DVLNI has access to an insurance database where 90% of all insurance details are held. With your permission we will access this database to confirm your insurance details. About 10% of insurance records are not on the database so there is a small chance that we will not be able to renew your disc by telephone.
Once you are connected to an operator, your telephone call should last no more than 3 minutes at standard rate. You should receive your licence disc, by post within 3 working days.

It is possible to re-licence your vehicle at certain Post Office ® Branches using your V11(NI) renewal form and also on a V10(NI) form at certain Post Office ® Branches.

What About The 14 Days Grace?
If your vehicle licence has expired there is an understanding that you may continue to use the vehicle for up to 14 days. However you must apply for a new licence within the 14 day period and licence it from the expiry date of the previous licence. If proof that a complete application has been received at DVLNI, before taking a vehicle on the road, you will not be penalised for driving without a current Vehicle Licence or for failing to display one.
The 14 days period of grace is a concession. In law a current licence must be displayed at all times when the vehicle is on the road.
